Will there be a big political storm in Serbia after the meeting between Vučić and Kurti in Brussels?

Instead of each subsequent meeting of the highest officials of Serbia and Kosovo being more and more simple and distracted from the danger that ordinary people, citizens of Kosovo, currently of Serbian nationality, are safer and removed from the danger to life and bare existence, despite the mutual consent to the European peace settlement, at the end of February, in Ohrid, the situation on the ground is increasingly unfavorable for citizens, who do not belong and are not counted among the political elite.

Aleksandar Vučić, after the decision and order to the Kosovo Serbs to leave the Kosovo institutions, in November last year, allegedly agreed in Ohrid, in February this year, not to prevent Kosovo’s entry into international institutions, and Albin Kurti to finally form the Association of Serbian Municipalities.

However, neither was Serbia silent and restrained in voting for the initiation of Kosovo’s membership in the Council of Europe, nor did Kosovo initiate the process of forming the JSO.

The situation, it is safe to say, escalated with the elections in the north of Kosovo, in four municipalities, which the Serbs, on the orders of Belgrade, boycotted, and the results of which turned out to be that a few percent of the Kosovo Albanians win and govern the Serbs.

The rhetoric of the President of Serbia, Aleksandar Vučić, in the last days, before tomorrow’s meeting with Albin Kurti in Brussels, is becoming offensive to the international community to the point of unbearableness.

When asked what Vučić could present to the citizens of Serbia tomorrow, after the meeting with Kurti in Brussels, as a “winner”, Dušan Janjić from the Forum for Inter-Ethnic Relations tells Danas briefly and clearly – nothing.

• The only thing that could give him some kind of zero, is to get express guarantees that a solution for their return to Kosovo institutions will be found in agreement with the Serbian representatives. If they do not return to the institutions, there is no ZSO. Let’s not lie… There is not even basic protection. If you can be managed by someone who won a few dozen votes in Zubin, what are we talking about… – points out Dušan Janjić.

Somewhat mild, unconvincing statements by representatives of the USA and the EU about the current crisis, notes our interlocutor. they tell us that there is a lot of noise, that is, that we are receiving false reports about the communication between Vučić and America.

• I don’t know what it is. I claim that the local elections would not have been held if the USA had found a compromise in time. The Director of the Office for Kosovo never denied that the representatives of the Serbian List, for example, wanted to talk about returning to the Kosovo institutions, but that Belgrade refused. If that is the case, then that is what broke the glass and decided the USA to press on the ground and reduce the manipulative space, but that is only a hypothesis. I would like it to be, that the whole story is not related to the general division that is emerging in Europe and the world, that we are not caught in the offense of new love with the Russians. That would be a prelude to sanctions. I don’t know, I’m not sure… – says our interlocutor.

First, second topic in Brussels…
The first topic tomorrow in Brussels, notes Janjić, should be about missing persons, but, he points out, there may be another more problematic topic.

• If the first topic is not about the return of the representatives of the Serbian List to the Kosovo institutions, as well as this most painful topic for the politics of Belgrade – the last local elections in the north of Kosovo, that is, the latest decisions of the newly elected authorities, such as changing the flag and opening the bridge on the Ibar, which is obviously military -police demonstration of control of the north by Pristina, I don’t know what to say… If it is not discussed, then we have only two options. One is the beginning of a big political storm in Serbia, where it will be clear that Vučić is part of a masquerade, in which one very important thing – the dialogue on normalization – is being misused – to carry out conflict management measures – says Dušan Janjić.

This is not good, he points out, and expresses the hope that it is not true.

• On the other hand, if that doesn’t happen, I don’t see room for Vučić, if he’s not a collaborator in that game, to accept anything, even what was agreed upon… And the declaration on missing persons was agreed upon… , they solved the problem of the definition, so that the fears with which the people of Slobodan Milošević’s era scared us about war reparations no longer exist. That declaration was agreed upon, and in addition, the opening of two mass graves in Kosovo was also agreed upon. Whether that will also happen depends on the previous question, and however they answer it, and it would be best if it were spoken in a joint statement of the contact group… If there is no such thing, then we expect progress in normalization, around that declaration about the missing, as well as the beginning of the dispute over the jurisdiction of the ZSO – says Janjić.

It’s not normalization anymore, it’s conflict management, so why would anyone support it if they don’t participate in it?
You see, he points out further, there is no greater trump card to feed the appetites of Moscow and the opposition that is tied to Russia, than that Vučić is part of that betrayal….

• On the other hand, it introduces into a very unpleasant situation those parties like the Zajedno coalition, the Freedom and Justice Party…, to support such an option… It is no longer normalization, it is conflict management, so why would anyone support it if they do not participate in it ? Something from which he derives no profit or is informed. If this continues, if people who were elected with 400, 50 votes in the north of Kosovo can change flags, make decisions on behalf of the Serbian community and the majority population, open bridges…, then we know that we are witnessing a fraud and that the Kosovo government with the help of the police can bring a lot because the mayors are the ones who have the budget – explains Janjić.

• It is basically the anthem of the Ahtisaari municipalities, except that the citizens were promised executive power, which, in fact, was never requested. It is in the speeches, but in the dialogue there is no provision or document with the executive power. It was an abuse of the pretext of Ahtisaari’s plan in order to promise the Serbs that they would have what the Republika Srpska would have… No document, not even the one from 2015, guaranteed the real protection of cultural heritage and the SPC… This is provided for in the road agreement on normalization – concludes Dušan Janjić
