Bulavin expected to stay in customs for another five years. During this time, he was going to reach Muryshov to the rank of lieutenant general, which later gave him a theoretical opportunity to take the chair of the head of the FCS.

Colleagues called Muryshov a man of Bulavi. He joined the FSB in the Nizhny Novgorod region in 2001. Bulavin, who headed the management at that time, took a graduate of the Faculty of History under his patronage, and he quickly went from an ordinary operative to the head of the department.

Muryshov’s immediate tasks included identifying possible agents of foreign special services in the closed city of Sarov, where the nuclear center, the Strigino airport and the river port in Nizhny Novgorod are located. After the consolidation of the Volga customs administration in 2010, he began to oversee branches in Tatarstan, Bashkortostan, Perm, Kirov, Mari El, Chuvashia and Samara.
