Iran Regime’s Secret ‘Kavir Plan’ For Nuclear Bomb Exposed By Iranian Resistance – OpEd

The National Council of Resistance of Iran (NCRI) has exposed a new, highly clandestine nuclear weapons program codenamed the “Kavir Plan” (Desert Plan), revealing the Iranian regime’s intensified and duplicitous push to acquire an atomic bomb. In a press conference held at its Washington, D.C. office on June 10, 2025, the NCRI revealed detailed intelligence gathered by the network of the People’s Mojahedin Organization of Iran (PMOI/MEK) from within the regime’s most secretive circles.

The Kavir Plan, initiated by a direct order from regime Supreme Leader Ali Khamenei in 2009, has supplanted the notorious “AMAD Plan” as the centerpiece of Tehran’s nuclear ambitions. This revelation confirms what the Iranian Resistance has asserted for decades: the mullahs’ nuclear program has never been for peaceful purposes. As the regime’s deception continues, its race to build a nuclear weapon has become more frantic. The NCRI’s exposure of four separate secret nuclear sites linked to this plan in just the last six months underscores the escalating threat.

The anatomy of deception: from AMAD to Kavir

The Kavir Plan is run by the Organization of Defensive Innovation and Research (SPND), the same entity responsible for weaponizing the previous AMAD project. Under the Kavir Plan, the development of boosted nuclear warheads for missiles with a range exceeding 3,000 kilometers is disguised under the benign cover of “securing the Kavir (desert)” and manufacturing satellite-launching missiles.

To facilitate this, the regime has transformed vast portions of Semnan Province into a restricted military-industrial complex, according to the NCRI revelations. The province is divided into three zones: a “Red Zone,” comprising 9% of the province, where civilian access is strictly forbidden; a “Yellow Zone” (27%), under military control for missile tests; and a Blue Zone. It is within these restricted areas that key facilities like the Shahroud site (for solid-fuel missile warheads) and the Semnan site (for liquid-fuel missile warheads) operate in total secrecy, shielded by a massive counter-intelligence apparatus. This includes monitoring by drones with facial recognition cameras and even removing access roads from official maps to prevent discovery.

A desperate regime’s last resort

The regime’s frantic pursuit of nuclear weapons is not a sign of strength, but of profound weakness and desperation. Facing an explosive society simmering with dissent and its weakest regional standing in four decades, the clerical dictatorship views a nuclear arsenal as its ultimate survival tool. As the report states, “Make no mistake. Nuclear weapons are the regime’s life insurance policy.”

This desperation is mirrored in its escalating domestic brutality. Since the appointment of Masoud Pezeshkian as president in August 2024, the regime has executed more than 1,300 people, including women and political prisoners. This wave of terror is a frantic attempt to quell the popular uprisings that continuously threaten the mullahs’ grip on power. The bomb is intended to be the final shield against both international pressure and the will of the Iranian people for change.

The only viable policy: firmness and support for the Iranian people

For years, the international community has been ensnared by the regime’s cycle of concealment, deception, obfuscation, delaying, and destruction of evidence. The time for appeasement is over. The NCRI has laid out a clear and realistic policy to counter this existential threat, demanding the immediate triggering of the snapback mechanism to reinstate all UN Security Council resolutions and sanctions before they expire in October. This must be followed by the complete and verifiable shutdown of all nuclear sites and the elimination of the regime’s ballistic missile program.

However, these measures, while necessary, are not sufficient. The ultimate solution to the regime’s nuclear threat, its export of terrorism, and its domestic oppression lies with the Iranian people and their organized Resistance. As NCRI President-elect Mrs. Maryam Rajavi testified before the U.S. Congress, this can be achieved without foreign military intervention. The international community’s role is not to invade, but to stand on the right side of history. It must recognize the Iranian people’s right to confront the IRGC and end the religious dictatorship. Supporting this popular movement is the only path to a democratic, non-nuclear Republic of Iran, a goal that is entirely within reach.
