The appeal was made to Kosovo, Albania, Macedonia, Bosnia, Serbia, and Montenegro at the summit of ministers in Zagreb, Croatia.

Kosovo was represented by the Minister of Justice, Nekibe Kelmendi, and Minister of the Interior Zenun Pajaziti.
