Kosovo says starting moves to independence

Kosovo Albanian leaders will immediately start talks with their Western backers on steps leading to a declaration of independence and subsequent international recognition, a senior official said on Monday.Asked to clarify recent speculation on the timing of a declaration, Skender Hyseni, spokesman of Kosovo’s “unity team” in the breakaway territory’s negotiations with Serbia, said it would be “much earlier than May”.
